Child Safeguarding Requirements as at 1 July 2026

Dear colleagues,

We are writing to remind you that the Reportable Conduct Scheme—part of Queensland’s new child safeguarding law, the Child Safe Organisations Act—commences on 1 July 2026.

The Scheme requires organisations to report and investigate allegations of child abuse and misconduct by their workers. It plays an important role in building a culture where children, parents, carers and workers feel confident to raise concerns about harm to children.

Is your organisation in scope?

To determine whether your organisation is within scope of the Scheme, you should consider whether:your organisation cares for, supervises or exercises authority over children; andyour organisation provides camps or excursions that include overnight stays as part of its primary functions. If your organisation—or any of your affiliate organisations—provides camps or excursions with overnight stays for children as part of its primary functions, it will be classified as a ‘reporting entity’ and must comply with the Scheme from 1 July 2026.

Organisations that do not provide overnight camps or excursions as part of their primary functions will not be classified as reporting entities.

What this means for your organisation

Implementation of the Scheme includes:preventing reportable conduct by embedding the Child Safe Standards across your organisationeducating staff and volunteers about what constitutes reportable conduct and who it applies toimplementing systems that allow concerns to be reported to the head of the organisation and the Queensland Family and Child Commission (QFCC)investigating concerns and managing risks to children throughout the process.Support and webinars

The QFCC has resources available to support implementation, including an Implementation Guideline.

They are also delivering a series of webinars over the coming weeks to help organisations prepare. If your organisation may be in scope, we strongly encourage you to attend.
